Licensing the WebCapture component

The WebCapture component is licensed with a user-based license.

In this license mode, only a set number of users (based on the level of the license) are allowed connection to the web UI. The blocking/unblocking features of the AS licensing can be used to prevent/allow users to access the web client. At run time, the component must enforce that Windows authentication (integrated or forms) is used.
